The objective of these activities is to ensure that risks posed to human health and safety and the environment by inactive sites and surplus facilities contaminated with radioactive, hazardous, and/or mixed wastes are either eliminated or reduced to prescribed safe levels. The objective of this program is to ensure that inactive and surplus DOE facilities and sites meet current standards to protect human health and the environment. Consequently, the DOE has committed to an aggressive program for cleaning up the environment and has initiated an Environmental Restoration Program involving all its field offices. However, the techniques used, though standard practices at the time, are now known to have been inadequate. Certain hazards were recognized and dealt with from the beginning. Less was known of the measures needed to protect human health and safety and the environment from the dangers posed by radioactive and hazardous wastes, and experience in dealing with these hazardous materials has grown slowly.

CRA also has helped complete several building documentation packages in advance of project activities and is assisting ORNL to update their Historic Preservation Plan and Programmatic Agreement to better facilitate preservation and modernization efforts.In the early 1940s, the Manhattan Project was conducted in a regulatory and operational environment less sophisticated than today. The survey report builds on previous studies to include updated documentation of current conditions, provide NRHP evaluations of resources in consideration of their type and significance within the history of the Manhattan Project and ORNL, and present the information in a customized, reader-friendly format designed to meet the anticipated needs of ORNL staff. CRA’s work at the facility originated with a comprehensive review of ORNL’s state of compliance with the National Historic Preservation Act, including review of how their existing Historic Preservation Plan and Programmatic Agreement are working in order to identify ways to streamline compliance to facilitate efficient implementation of modernization efforts while respecting the national significance of the facility.įollowing on recommendations to ORNL leadership, CRA has since completed a number of other tasks, including a facility-wide survey that documented and evaluated 195 buildings and the National Register-eligible ORNL Historic District.
